How does the scherzo of Beethoven's "Archduke" Trio unite popular and learned music?

Dominique Pagani starts from the Fifth Symphony. In it Beethoven builds a musical universe in four movements out of a derisory cell, and two themes enter into conflict, as sonata form requires. He then explains why sonata form, canonically in three movements, often has four: an intermezzo is inserted, and this minuet becomes a scherzo in Beethoven. From the scherzo of the "Archduke" Trio, he shows a light, almost tipsy Beethoven, and states a law of music: we only hear what we expect. He then details the construction of the theme and the central fugal, chromatic passage, and concludes that this movement fuses the most popular and the most learned music.
